Orion Power Unit-2 Dhaka Limited (OPDL-2) is awarded through a competitive, solicited process to develop a 635 MW (Net) Ultra Super Critical Coal-based Thermal Power Plant, a project of strategic national importance. Originally planned for Gazaria, Munshiganj, the project was relocated to Matarbari, Moheshkhali, Cox’s Bazar following government directives and environmental considerations. This new location offers significant logistical and environmental advantages, as the newly developed Matarbari seaport enables mother vessels such as Panamax to directly access the coal unloading jetty. By eliminating inland coal transportation, the project reduces environmental impact, avoids reliance on river dredging, and ensures greater operational reliability.

At Matarbari, OPDL-2 has completed an elaborate Environmental and Social Impact Assessment (ESIA), received full approval, and secured all necessary legislative and regulatory clearances. The project is planned to be developed with the cleanest available coal technology in the world, targeting near-zero emissions and integrating advanced environmental safeguards to ensure 100% compliance. Once implemented, OPDL-2 will stand as the most environmentally responsible and operationally excellent coal-based power plant in Bangladesh, serving as a backbone for the nation’s electricity security, providing stable base-load power, and delivering economically viable energy to support sustainable growth and prosperity.
